src/docs and docs files (contains binaries which are not handled through svn diff). decided to upload tar rather than handle many exceptions.

The patch fixes the problem with the build.xml: on Windows, the extention .bat must be specified explicitely when using the <exec> ant task.
Other than that, the patch looks good and I was able to generate a site (with most of the links broken)

Please review this patch. Note the following:
1) apply both the patch and the tar file. Untar the tar w/in the trunk - it will add trunk/docs and trunk/src/docs. There are a bunch of binaries not handled by svn diff
2) during normal process contributor will submit patch for things in src/docs - however committer is responsible for running forrest, which updates truck/docs, and then committing resulting trunk/docs along with trunk/src/docs.
3) you need java5 t to run forrest
4) here's my command line for forrest ant target:
JAVA_HOME=/usr/lib/jvm/java-1.5.0-sun ant -Dforrest.home=/home/phunt/dev/apache-forrest-0.8 docs
Attach comments/votes and I'll commit when ready. Note that this issue is blocking ZOOKEEPER-72 - publishing the asf zk site. on apache.org.
