There's a lot of tools out there that target different audiences

Splainer - Open source, dev focused, but helps business users understand
results

Quepid - Product (our company's product), relevance tool for keeping
business owners and developer in sync on relevance tuning across multiple
queries

FindTuner - Product, e-commerce focused, merchandiser focused tool for Solr
http://findtuner.com

I'm sure there's others out there, but may depend on requirements. Solr is
a pretty generic search tool, not focused on a specific domain, so
depending on the audience, there might be different tools...

Yes, in general these sorts of tools are not open source. Splainer is the
only one listed above that is open source.

Querqy is one potential open source solution:

I would also add Lucidworks Fusion to the list. Its a more powerful /
feature-rich end-to-end solution built on top of Solr. It has various tools
friendly for business users, but comes with lots of other functionality you
may or may not find useful.
