Recompile JSP on every restart

Hi all,
when I start(or restart Tomcat 4.18), my jsp are always
beeing recompiled.

I've been thinking that with the new version of Jasper2,
only pages that have been updated are recompiled .

Can someone explain me how to configure the server 
to prevent him from compiling jsp on every startup.
