[PR] Improve RequireUpperBoundDeps error message [maven-enforcer]

## Summary
Improve the diagnostic output of `RequireUpperBoundDeps` by including a suggested `<dependencyManagement>` configuration when dependency version conflicts are detected.
## Motivation
Resolving transitive dependency version conflicts can require users to inspect dependency paths and manually determine which version to manage. Providing an actionable configuration example directly in the error message can make this process more straightforward.
## Changes
- Identify the highest version among the conflicting dependency nodes.
- Include a suggested `<dependencyManagement>` XML snippet in the error message.
- Extend the unit test to verify that the diagnostic includes the conflicting versions and suggested version.
## Testing
- Targeted `RequireUpperBoundDepsTest`: passed.
- Full `enforcer-rules` test suite: 288 tests passed, with 0 failures and 0 errors.
- `git diff --check`: passed.

Fixed the `require-upper-bound-dependencies-managed_failure` integration test expectation in 17c132b to include the new `<dependencyManagement>` snippet. Ready for workflow approval whenever you have a moment!
