jms.present=true not getting propogated to sample

I did some debugging of the build process and the jms.present=true value is set 
properly right up until buildSamples.xml does a fork to do the individual builds 
for each sample.  I could pass the value through or it could just retest and 
reset the variable right in the build.xml for samples/jms.  I prefer the latter 
approach since it would also be required to run standalone.
