> For the purposes of colocation, to create a separate set of ms rebalances keys, we have created a copy of all stable/pending... keys in {{ZoneRebalanceUtil}}. We need to create a copy for the purposes of  the chain of topology changes method. Also this key must be updated on colocation stable switch as well.
