Well, it has to be a configure "check" at a minimum, and I think it ought to be possible to compile without it (i.e. it could be default on Linux, but with a switch to not compile / depend on it. What gets weird with records.config options like this is that they only apply to one platform, with no semantics on everything else. We have one or a couple of those already, so it's not without precedence.
