The user guide should explain the algorithm used to determine when a task will be throttled.

The command line arg flapping_task_threshold help says "A task that repeatedly runs for less than this time is considered to be flapping."

It seems like I also need to be able to configure the window size and the max number of runs in the window for a full definition of flapping.  I don't see those settings anywhere in the code.
