If they are not specified, "xs:anySimpleType" is assumed.

The spec said nothing about such inferring. But it does say that the type of an
atribute in the derived type must be a valid restriction of that of the
attribute with the same name in the base type. [1]
Apparently "xs:anySimpleType" is not a valid restriction of "xs:int".
