OutputKeys indent-amount

Hi,

I see in the Release Notes (http://xml.apache.org/xalan-j/readme.html)
that the way to get indentation to work is by editing output_xml.properties
and rebuilding the jar file.

Why is there not a way to do this without the necessity to rebuild, e.g.
System properties or have the properties files located outside of the jar
file and on the class path ?  Was there a reason for this decision.
