   I don't think this should be part of the OSGi installer - the OSGi installer is by design unaware of run modes, so adding this support here does not make sense.
   Sling Settings has run mode support, so it can be added there - any code that wants to check run modes needs to get them from the settings service anyway. So that does not add any new dependency
