java runtiome encoding

hi Dear all :
 i have a question to appearance , 
when i put some asian characters in java code then to transform them ,
no matter what encoding i set, it always shows wrong code to show ,
i guess that cause java runtime 's problem in support encoding,
does JAVA support runtime encoding ???
or have some other package to support ????
