Add strategic plan

  Currently this page is merely a collections of links. It should however evolve into a more elaborate source of information once the project progresses.
  
   * Some early information is available from the [[RoadMap]].

   * Jackrabbit 3 will be based on a small [[RepositoryMicroKernel|Microkernel]] on top of which most of the JCR functionality will be implemented. 
   * The Microkernel uses a flavour of the [[Jsop]] protocol for its API.
