This will involve:
# Remove support for specifying 'production' flag in the Job configuration.
# Ensure 'tier' is provided in the Job configuration.
# The aurora command line client must be updated to validate these requirements.

Additionally, it must be ensured that not providing 'tier' or specifying 'production' flag prevents Job from being accepted by the scheduler.
