doh! what a simple fix.
i wish i new the intent of the framer. it's a tiny little chunk of the
mpeg7 schema....

It's stated in the error message...
"When simpleContent is used, the base type must be a complexType whose content
type is simple, or, only if extension is specified, a simple type."
If you use a complexType with simpleContent and the base type is a simpleType
then you must use extension. So, change the following:
<restriction base="test:integerVector"/>
to:
<extension base="test:integerVector"/>
and it should work fine.
