I doubt that there is any good solution to this.  The text
that refers to Solaris 8 is automatically generated.  The Apache
build system doesn't know about maintenance which was applied to
the build machine and which of that maintenance must be on the
target machine.  I suspect that the best we can do is add a
caveat to that text to indicate that maintenance installed on
the developer's machine may be required on the target machine.

This same issue can come up on other operating systems as well.
If an Apache developer installs some OS maintenance which adds
new function which Apache or APR exploits, then that Apache 
developer uses the machine to create a binary distribution, we
end up with this problem.
