ActionRediect and anchors

Hello all,

I just got two eMails about the ActionRedirect class, one of which
asking about this ticket:

http://issues.apache.org/bugzilla/show_bug.cgi?id=36037

So, since the questions reminded me about this ticket (I didn't
remember!) I figured I'd ping the list...

This was the submission I posted allowing anchors to be used when using
ActionRedirect. I was just curious if anyone had a chance to look at
this and maybe commit it? I remember it being discussed a bit, but I
frankly don't remember where the discussion went, and I don't see any
comment or resolution after I posted the code.

Thanks!
