   There is another catch in how Github Source Branch Plugin populates ENV variables:
   
   * For PRs from forks CHANGE_FORK contains
     * owner if repository name between target and fork are equal
       * in this case the fork/repository name needs to be parsed for CHANGE_URL 
     * owner/fork_name if fork_name differs from target repository name
   * For PRs from sameorigin CHANGE_FORK is empty and CHANGE_URL needs to be parsed.
