Xml-commons and common APIs

Hi,

I noticed that the xml-commons repository was created.

Shane - can we get started with using it for org.xml, org.w3c and javax
classes ? It would be very nice for the next release of xalan to have 
the APIs in  xml-common.jar ( or xml-apis.jar ? ), and avoid duplication
( in xalan.jar and xerces.jar ).

As an intermediary step: would it be ok to remove the javax.xml.parsers
from xalan.jar ? I can do that if nobody -1 it.

( I run all the tests with both xerces and crimson - removing the
javax.xml.parsers doesn't change any of the test results ).
