[I] [Bug] User management page renders hardcoded Chinese regardless of UI language [rocketmq-dashboard]

### Bug Description
The user management page (`web/src/pages/studio/UserManagement.tsx`) renders all of its text in hardcoded Chinese regardless of the selected UI language:
- Page header "用户管理 / Studio 本地账号、会话与密码管理"
- Non-admin banner (title and description)
- Table column headers (用户名 / 用户 ID / 权限 / 状态 / 活跃会话 / 最近活跃 / 最近过期 / 创建时间 / 操作) and role/status tags (管理员 / 普通用户 / 已启用 / 已禁用)
- Row actions (改密 / 会话 / 注销 / 启用 / 禁用) and their confirmation prompt
- Session drawer title, descriptions labels, session-status tags, empty-state text, and column headers
- Both modals (create user, change/reset password) including form labels and validation messages
- Search placeholder, filter aria-labels and option labels, pagination summary ("共 N 个用户")
- All success/error messages (加载用户列表失败 / 用户已创建 / 注销 N 个活跃会话 / 已导出 N 个用户 / ...)
With the UI language set to English, the whole page still shows Chinese.
### Steps to Reproduce
1. Open the dashboard and switch the UI language to English.
2. Navigate to Studio → User Management.
Expected: the page is rendered in English like the other localized pages.
Actual: every label, message and table header is in Chinese.
### Environment
- Branch: rocketmq-studio @ 5b761df8 (#4606)
- Browser: any

The reported issue has been verified against the current codebase.
**Root Cause:** `web/src/pages/studio/UserManagement.tsx` contains 95 lines with hardcoded Chinese strings — page headers, table columns, role/status tags, action labels, modal form labels, validation messages, success/error toasts, pagination text, and session drawer content are all written as raw Chinese literals instead of using the i18n translation system.
**Impact:** The entire User Management page is unusable in non-Chinese locales. This is a completeness gap in the i18n migration.
**Severity:** medium — functional impact is limited to localization; no data loss or logic error.
A fix has been proposed in #4621.
