I modify it when I'll migrate changelog plugin and scm plugin to maven-scm. With maven-scm, it's automatic.

Description:
The changelog plugin has the information required in order to select the changelog parser so it should be used so the user doesn't have to go digging around to set the change log parser when they have already specifed the scm they are using.
