0.1-incubating release

Hey All,

I've been thinking about RM'ing a 0.1-incubating release to get Apache SIS
out the door. I think we've got enough with the QuadTree implementation core
now from SIS-3 (thanks Nga!) in terms of functionality. I'd like to add a
CmdLine interface, but I don't think it's horrible if that gets added later.
I'm going to write some documentation on how to get the LocationService
working and at that point, I'll get going on making a first RC.

I wish I would have thought about this before ApacheCon, but meh, I've got
some time now so let's do it.

Thanks all.

Before we can release we need an area in Apache's Nexus repo for SIS (org.apache.sis) for the Maven2 central sync. I've filed https://issues.apache.org/jira/browse/INFRA-3177 to track this.
