[Bug 39211] mod-auth-dbm (require group ) doesn't work with fastcgi

This looks like mod_fastcgi (which is not an apache product, and not supported
in this bugzilla) getting in ahead os apache's authentication, and implementing
a slightly different logic.  If there's a bug, it appears to be in mod_fastcgi.

In any case, this is superseded by the authnz changes in 2.2.
