[VOTE] Apache POI 3.15-beta2 release (RC1)

Hi,

I've prepared artifacts for the release of Apache POI 3.15-beta2 (RC1).

The most notable changes in this release are:

- initial work on extracting VBA macros (#52949)
- remove deprecated classes (#59170)
- various X/HSLF fixes for table and color handling
- XSSF: formula evaluation performance improvements (#57840)
- various fixes for merged regions in Common SS

What to look for?
- as usual the notable changes are just a quick subjective reflection.
  please add your highlights or remove the unnecessary.
  I'll update the notable changes for the announcement.
- maybe run another common-crawl test

in case of another common-crawl run, I'd like to wait for it.

[RESULT] [VOTE] Apache POI 3.15-beta2 release (RC1)

I release the artifacts now and announce the release on the website,
when I see the files on maven central.

If nobody objects I will commit a simple fix for this issue (Bug 59739
<https://bz.apache.org/bugzilla/show_bug.cgi?id=59739>) so that documents
are loaded again until we have finished discussing how it shoudl be done in
the long run.

As long as it's in the release notes clearly, and as long as we aim ot have another beta *out* within a month (so voting within 3 weeks max), then I wouldn't object to the release going out without the fix

Oh...for some reason, I figured that had been fixed.  Y, that was a new exception on roughly 1% of the ms-word files in our corpus.  I think we ought to fix that before the release, no?

Content of the archives and jar-files looks good compared to previous
releases.

The re-run of the mass-test is unfortunately not in yet, but I did not see
any risky change compared to the run last week, so
