This will probably be a wontfix, because (a) we're improving how Ant loads
external libraries. More subtly, CVS, like SVN, hands off to native
applications...it has dependencies out there.

As we are factoring more and more optional tasks out into AntLibs, this is
against this policy. Therefore I mark this as WONTFIX as Steve suggested.
