LD_LIBRARY_PATH and external processes

Although LD_LIBRARY_PATH is set when I start CouchDB, I notice that it's missing from the environment of external processes.  Other environment variables (such as PYTHONPATH) are propagated to external processes, so it seems that LD_LIBRARY_PATH is being singled-out for elimination.  Is there an officially-sanctioned way to alter this behavior?
