While testing migrations on a sandbox, sometimes errors occur if the project is using a trove that isn't on the sandbox. For live, we have added the troves using scripts in /scripts/migrations but those are not run by default on sandboxes. Add these trove categories to /allura/command/create_trove_categories.py so they'll be there when a sandbox is created.
