1.1 release

sorry i've been mia -- for doing the 1.1 release, the only part of the
process that should require my involvement is the cpan release. if
someone else would package up the build and put it out via the normal
apache channels, i'll upload it to cpan. (in addition to getting it done
sooner, this reduces the chances that i'll build the package with the
wrong version of the autotools or make some other silly mistake.)

and if any cpan experts want to let us in on how to let the
responsibility for uploading to cpan can be shared, that would probably
be good.

ah, okay. it wasn't mentioned on the apreq web page, so i hadn't dug
down to see that it was already there. i've uploaded it to cpan.

The tarball is already on daedalus: 

http://www.apache.org/dist/httpd/libapreq/libapreq-1.1.tar.gz

It should be CPAN friendly as well.

thanks.

i've added stas, joe, and randy kobes as co-maintainers of the
Apache::Request namespace. i don't have access to add co-maintainers for
the Apache::Cookie namespace (it is owned by the 'APML' cpan user).

let me know if there's more people i should add.

Log in to https://pause.perl.org/ and select "Change Permissions" from the
left nav. Click the "Select" button next to " 2.3 Make somebody else
co-maintainer". Select the namespaces you want to share the maintainership
with (I assume Apache::apreq, Apache::Request, and Apache::Cookie) and then
fill in the CPAN User ID of the person you want to make a co-maintainer.
Click the "Make Co-Maintainer" and you're done.
