Now that I've worked out the kinks on YARN-5677 and YARN-5694, I think the correct approach here is to deprecate the embedded property and complain loudly if anyone sets it to false, e.g. fail.  That's much preferable to coming up with all RMs in standby.  Unless someone disagrees, I'll post a patch for that shortly.
