As discussed in [this dev mailing list thread|https://lists.apache.org/thread/0y604o9s3wkyty328wv8d21ol7s40q55], we may wish to mark the C stream interface stable. All feedback is the thread was positive, so I will go ahead and make a PR and call a vote.
