According to good folks from HBase community, we need to use 
{{ -Dhadoop-two.version=$HADOOP_VERSION }} in place of where {{ -Dhadoop.version=$HADOOP_VERSION }}

Using the old sys.prop leads to hbase-server component to pull in the hard-coded version of dependencies, instead of the one specified in the runtime.
