mvn install cannot be invoked multiple times in a row.
After the first "mvn install" command, a "mvn clean" (or "mvn clean install") must be used to rebuild the project.

Recent maven-related activity seems to have resolved this. I'm on linux though, please test again on your platform and let me know if I can mark this fixed.
