There are lots of components in the mix here: tomact, struts, IE, and the
service wrapper.

purely a guess.
Answers to the following questions would be extremely helpful:
- What version of struts?
- Does it happen with the latest struts version?
- Does if happen with other browsers (eg Mozilla)?
- What happens with TC5 (it uses a different service wrapper)?
