That file is missing a valid unicode character map:

 

`WARNING: Invalid ToUnicode CMap in font CIDFont+F1`

 

If you "save as" text, you'll probably get garbage as well.  OCR may be your best option.

 

If you run tika-eval text stats against that output, it will tell you that it is junk and you can then run OCR on it.
