If, following the documentation at
http://httpd.apache.org/docs/2.2/howto/public_html.html#related

"UserDir enabled
UserDir disabled root jro fish

The configuration above will enable the feature for all users except for those
listed in the disabled statement."

This will give you the following error:
Syntax error on line xxx of xx path/httpd.conf
UserDir "enable" keyword requires a list of usernames

Removing the UserDir enabled line, or defining a username after, will negate the
error message.  Apparently, It seems based on my initial testing, that the way
to get the behavoir decribed in the documentation is to have a UserDir path
supplied, no enable line, and only a UserDir disabled user1 line.

Chicken or egg situation.  Unsure if this is proper behavoir for the module and
the documentation is wrong, or vice versa.
