  Added:       java/test/faults FaultDecode.java
  Log:
  Add a test from Mark Roder (mroder@wamnet.com).
  
  It's in the test directory, but not yet part of the functional tests since this tests a bug
  that currently exists and I don't want to break the functional tests.
