> There's a table level property UPDATE_CACHE_FREQUENCY which controls how often the server will be checked for meta data updates. In order to stream line this across the tables, it would be beneficial to have a default value (eg. 15 min). There're two possibilities for setting this:
> 1) table creation time
> 2) at runtime if table level property is not set and global property is set.
> This property should apply to tables and not views since lifecycle of the views differs from tables.
