Apache deadline for GEODE-2142 "Remove JSON.org dependency"

GEODE-2142 "Remove JSON.org dependency"

The deadline for all Apache projects to remove json.org is *April 30th 2017*.
Right now the component is "build" for GEODE-2142.

There are 2 copies of json.org in Geode source code:

1) geode-json/src/main/java/org/json/*

2) geode-pulse/src/main/java/org/json/*

The pulse dependency could be removed fairly easily—it’s only used in 3 test classes.
