Dynamic configuration of Server

is it possible to change the configuration of the server at runtime, for 
example a page's layout?

Yes, although surprisingly, we don't really document end user 
interaction very much. You have to login and go into edit mode. Look for 
the pencil icon in the right-hand-side of the breadcrumb bar
