Huh?  Of course getResourceAsStream("/") will depend on where the JVM was
started, as that method lookup doens't have the concept of portability or
environment references.

But that's besides my point: we use C3P0 as well, been doing so for years, in
both packed and unpacked WARs, on various versions of Tomcat, and haven't run
into this ever.  My guess is something else is causing your error.  Maybe try
using 5.5.20?
