Steps:

1. Configure Adv Zone with VMWARE with Zone wide Primary storage
2. In the same setup i have one of the zone Disabled which have no pods and clusters 
3. Tried to add one more Primary storage.

Observation:
UI does not invoke a screen to add second Primary storage if one of the zone does not have any pod
