I think any first action above was hypothetical; i.e. I don't see Contact mentioned in [https://infra.apache.org/crypto.html] or [https://www.apache.org/licenses/exports/]

 

I suspect everyone adds a new entry by copying another entry, so Sebb's change here will influence newer items to be fixed.
