We should change AppVeyor setup [https://github.com/apache/arrow/blob/master/ci/appveyor-cpp-setup.bat]

to use Python 3.10 and remove {{CONDA_DLL_SEARCH_MODIFICATION_ENABLE}} as this env var is not needed anymore in 3.10 to successfully find {{arrow_python}} lib located in the {{arrow/python/pyarrow}} folder.
