License?

Hi,
It's sounds that the open-source software could be used
in commercial project under the Apache License.
That's true?
If true, is there any case that I must pay for the softwares, like Derby?

I think your questions are answered the Apache license FAQ at

Short story (disclaimer: I am not a lawyer):
As long as you follow the license terms, you do not have to pay anything to use 
Derby.
