See http://www.apache.org/dev/release-signing.html - it's only people
who create releases that need to sign them, other committers don't
need to do anything. Except maybe cross-signing each other's keys
which is useful anyway.

Is there a procedure and timeline regarding what's left before the
release becomes a fact?
