Archiva - Database issue

Whenever Apache is restarted we have to delete the Archiva database, start 
apache, go to the Archiva page, reenter all users.
Even then we are unable to assign repositories to a user.
How can this be fixed?

What version of Archiva?  What exactly is going wrong that makes you
want to delete the database?
