Sorry for reply late. This patch is only make the default behavior same with before HBASE-15529. And when user set hbase.master.balancer.stochastic.minCostNeedBalance to a non-zero value, the user need change the default multiplier config, too. I thought this and HBASE-17565's fix are both necessary. I left some comment on HBASE-17565.
