   The action runtimes are not all consistent in how they handle certain errors. The action proxy base test suite should have additional tests to cover:
   
   1. [ ] action re-init: should log a warning on re-init and reject the request
   2. [ ] init with an empty action: should report a canonical message
   3. [ ] init with a missing main (whether default or explicitly named): should report a canonical message
   3. [ ] action not returning a json dictionary: should repot a canonical message
