bjustin-ibm opened a new issue #184: always check MessageHub credentials when creating a trigger

   While the feed action does already check this, the credentials may have changed since then. The credentials should be checked each time a Consumer is created to ensure they are still valid.
   
   If they are not valid, then the trigger should be disabled with an appropriate reason message.
