New License terms

As posted to all committers by Greg Stein:
"The Board has also mandated that all ASF software must be switched to
the new license by March 1st, 2004."

We should update the license in all the files before we release 2.0.

The new license text in the source files will look like:

Please be aware of the fact that many pages on the Appache website 
regarding the ASF License (like the License FAQ) are now outdated and 
need an update.
